A 14-year-old and 16-year-old boy are facing robbery and firearms charges, along with four previously arrested teenagers, in connection to a homicide of a man, an attempted carjacking of another male, and robbery of a group of other teens late last year.

It was a chaotic string of events, which the Winnipeg Police Service says started at a beer vendor around 2 a.m. in the West Alexander neighbourhood. It was at that location where police allege that the group of teens confronted a 27-year-old man who was standing outside the business in the 110 block of Arlington Street.

Police say that "The group repeatedly assaulted the victim and escalated with one of the suspects fatally stabbing the victim. One of the suspects also produced a firearm with which he struck the victim during the assault. The suspects fled on foot." The victim has been identified as Peter Filip.

As the group of teens fled the scene they came across three other teenage boys, aged 14 to 16, and assaulted them, robbing them of their clothing while also producing a firearm. One of those victims went to the hospital and received medical treatment for an upper-body injury. The suspects once again fled on foot.

The four suspects made their way to an area near Salter Street and Burrows Avenue and "requested a ride from an unsuspecting motorist. The suspects entered the 28-year-old male victim’s vehicle, presented the knife, and physically assaulted him."

Police say that one of the teens attempted to discharge their firearm, a sawed-off rifle, during the assault, but the firearm misfired. The teens tried to rob the man of his car, but he was able to overpower them, taking the rifle from them, ratake control of his vehicle, and went to the police headquarters for assistance. Police say that victim sustained an upper-body injury for which he did not require medical attention.

Through their investigation, investigators identified six male youths believed to have involvement in the incidents.

Between December 11 and December 20, investigators arrested two 14-year-old males, a 15-year-old and a 16-year-old male and have charged them with Manslaughter in consultation with Manitoba Justice. They were detained in custody.

On January 11, 2024, a 14-year-old male was arrested and charged with Robbery and Firearm offences. On January 31, 2024, a 16-year-old male was arrested and charged with Manslaughter and Robbery.

The names of the accused are not being released as per the Youth Criminal Justice Act privacy policy.

The Homicide Unit is continuing to investigate the incidents.
