17 victims have been identified so far by Manitoba RCMP in a major child abuse case, but up to 150 could have been victimized.

Two men have been charged by RCMP for acts of physical and sexual abuse against children on the Garden Hill First Nation reserve in Manitoba.

The reserve is the second largest of three reserves in the province, located around 500 km from Winnipeg.

According to police, children between the ages of 3 and 15 were physically and sexually abused from 2011 to 2017 by two male individuals, 21-year-old Paul Bruce Harper and a 20-year-old man, whose identity remains protected under the Youth Criminal Justice Act (YCJA).

Another individual, Lucy Harper, 66, has also been charged by RCMP in the case for failure to report a child in need of protection, failure to provide for a child in need of protection, and perjury.

Complaints of abuse beginning in December 2017 until June 2018 led to the in-depth 11-month investigation into Garden Hill First Nation by authorities. 150 children have so far been noted as to have had possible contact with the two abusers.

RCMP worked alongside Child and Family Services throughout the investigation. To date, 17 victims have been identified.

RCMP are asking that anyone who may have experienced abuse on Garden Hill First Nation take steps to report the abuse to authorities.

"We recognize that calling the police is an extremely difficult step to take but I want to assure anyone who is thinking of coming forward that our officers are professional and compassionate and will work with victims to explain every step of the process," said RCMP Superintendent Michael Koppang.
