The Winnipeg Police Service (WPS) is on the scene of what they have now confirmed is a homicide. 

The WPS was called to the 1300 block of Ellice Ave. around 1:15 a.m. Constable Jay Murray of the WPS says that when officers arrived on the scene they located an adult male "suffering serious injuries," as a result of being shot.

Murray confirmed that the man was taken to hospital where he succumbed to his injuries.

Murray pointed out that in 2018 three out of 22 homicides involved a firearm. So far in 2019, six out of eight homicides include a firearm.

"I believe it was 11 police units, including two K9 vehicles, were dispatched within the first two minutes," Murray said.

Police shut down Ellice Ave. between Empress St. and Strathcona St., and Murrays said he expects it to remain closed for the foreseeable future.

Murray did not have information on suspects at this time and did not believe anyone was in custody yet.

Murray says that police have been seeing a "significant" rise in gun crime in Winnipeg over the years.

In 2018 police seized 1,714 guns. 760 of those guns were used in crimes, Murray said.

"I don't know what the answer is [but] we'll continue to work," Murray said.  

Murray also pointed out that the city is on pace to see a dramatic increase in homicides. In 2018 there were 22, and as of right now the pace for 2019 is 42. "Our eighth homicide last year was May 29. Now it's March 12."

That number each year could be much higher, Murray said, if it wasn't for the great work of our medical professionals who do. "If it wasn't for their work we'd probably have 300 homicides a year . . . but at the same time, it is an alarming stat, the fact that we are already at eight homicides two and a half months earlier than last year. So, I don't know what the future will bring. You obviously hope there will be a lull. You never want to see homicides in your city, but we're not off to a great start."

Murray said that the rise in homicides has been taxing investigators. One detective had been at work for over 24 hours.
