Edmonton-based TappCar will officially be Winnipeg's first ride sharing service and it's thumbing its proverbial nose at Uber and Lyft.

In an announcement made Tuesday here in Winnipeg, the small Canadian company announced its arrival. And it says, unlike Uber and Lyft who've said they won’t operate in the province until Manitoba Public Insurance can come up with more favourable terms to insure its contracted drivers,TappCar has no problem operating under Manitoba's insurance rules.

Pascal Ryffel is the spokesperson for the service. He told Classic 107 that they had been looking at markets to expand to for some time, and that MPI's regulatory changes actually made Winnipeg appealing.

"We don't really think it's fair to come into a market and demand a bunch of regulatory changes or threaten to leave a jurisdiction. We can adjust our business model a little bit depending on the local rules and regulations. We actually think the rules here in Winnipeg and Manitoba are really good! It's innovative; it's a new approach and I think the municipal, provincial government, as well as MPI deserve a lot of credit for that."

Ryffel says TappCar works exactly the same way other ride sharing services work. You download the app on your smart phone, enter your credit card information, put in your coordinates and book your car. Ryffel says there is one small difference though. The company does not believe in 'surge pricing'.

"So surge pricing is when at busy times like weekends, or if there is a major sports event in the city or even New Year's Eve, you can pay up two or three times the normal rate with certain providers like Uber. We don't have that. We like to maintain a certain stability so people know how much they're going to be paying. We may have a $2 or $3 dollar surcharge if it's really busy to encourage more drivers to be out there on the roads driving, but we won't have surge pricing."

Ryffel says TappCar is excited to come to Winnipeg. He says they think the city will be a good fit.

"The early indications are fantastic and the interest is high! We put out a small ad for drivers and we've already had more than 65 people apply!"

TappCar arrives in Winnipeg March 1st.
