Police believe a business known as 'Dr. Kush' used insulated bags from restaurant delivery services to deliver illegal cannabis.

Following information learned from the Winnipeg Police Service (WPS), the service along with the Public Safety Investigation Unit from Manitoba Justice began an investigation regarding a possible cannabis trafficking operation at a business called 'Dr. Kush.'

The business claims to be a "co-op of ACMPR license holders" and was established in 2014, approximately four years before cannabis was legalized in Canada.

ACMPR is a license that allows individuals to grow their own cannabis for medical purposes. It does not permit redistribution.

The business was not licenced by either the Health Canada or the Manitoba Liquor and Gaming and Cannabis Authority. The business appears to have followed Canada's guidelines for packaging. For many customers, the packaging would have appeared legitimate.

To deliver the goods, the company asked customers to pay in cash and arrived with insulated bags from restaurant delivery services. Police say the bags may have been obtained by crimes as the companies were not involved in the criminal activity.

Dr. Kush was located in the Sargent Park neighbourhood and had a warehouse attached. Dr. Kush Company claims to be "Canada's Number One Recreational Marijuana Company" an operated online.

On Wednesday, authorities seized all of the operation's products. Currently, the website says it is "Out of Stock."

The business is believed to have gown the substance at an alternative location, but made products such as oil inside its building.

Police say that the product was kept in an unhygienic matter in the warehouse and was surrounded by rat feces.

Authorities raided the building and seized $222,510 worth of illegal substances as well as $8,000 worth of computers and tablets. The electronics were used to organize the business.

Among seized were:

  • $192,350 in prepacked cannabis
  • $15,760 in vaping oil$14,400 in prepackaged shatter
  • $8,000 in computers and tablets used to facilitate online orders and deliveries
  • 10,000 units of custom packaging material
