Manitoba's elections commissioner has ruled a Progressive Conservative constituency association violated a ban on corporate and union donations but it was unintentional. 

Bill Bowles investigated after the association in a St. Vital riding held by Crown Services Minister Colleen Mayer accepted merchandise to be used as prizes at a golf tournament.

The prizes were donated by the Insurance Bureau of Manitoba and an insurance firm, and staff from the two entities helped out at the event. Bowles says prizes and work had a value of about $850.

He says the infraction does not warrant prosecution and the riding association has given back all the contributions.
