Premier Brian Pallister says that the new orders will provide Manitobans more flexibility regarding deadlines.

The Government of Manitoba is announcing several additional temporary orders regarding the Province's State of Emergency.

“Due to the nature of the COVID-19 pandemic, we are instituting new emergency orders to allow for greater flexibility during this time and give Manitobans the time they need to work around the interruptions this pandemic has caused," Pallister says.

The Government is taking advantage of the powers provided by Section 10(1) and 10(2) of The Emergency Measures Act to temporarily extend deadlines and postpone municipal byelections.

The new orders will allow for:

  • daycares operating for families in need of childcare during the pandemic without a licence may continue doing so
  • "suspending feeds" for marriage licenses, marriage fees, and expired marriage commissioners if issued after Dec. 19, 2019
  • temporary suspension of in-person commissioning and witnessing provisions related to oaths, affirmation, statutory declarations, health-care directives, powers of attorney, land titles documents and wills
  • temporarily suspending meeting provisions for condominium corporations, co-operatives, corporations and credit unions
  • permitting condominium corporations, co-operatives, corporations and credit unions to meet electronically, permitting them to vote in new ways, and allowing the use of alternatives to delivery of notices
  • extending the 2019 farmland school tax rebate deadline
  • extending the deadline to appeal tax assessments to the earlier of Sept. 21, 2020, or the end of the COVID-19 related state of emergency

The new orders also include the temporary suspension of municipal selections and easing quorum requirements for municipality governments.

The Government of Manitoba adds that they have the ability to revoke the new orders as they see fit.
